Asking since I'm pretty bad at analyzing stuffs that I've seen on the internet too. I was hoping you found another way and provide a much clearer guide.
Just like what @Husna QA said, try changing the default key server in Kleopatra which is the "
hkps: //hkps.pool.sks-keyservers.net" to the remaining publicly available key servers.
What I have found so far:

https://keyserver.ubuntu.com/Navigate thru
Settings --> Configure Kleopatra and paste one of your preferred keys on the textbox and then click "OK".
Now if you want to lookup your Public Key on the server. Add the additional
"pks/lookup?op=get&search=0x{FINGERPRINT}" to the key server you've pasted earlier in Kleopatra.
Here's my public key for example.
https://pgp.mit.edu/pks/lookup?op=get&search=0x3466CFA83DEBE525F40446E5AC1D3A48A6161C75You can now compare the the OpenPGP Text File (Public Key) you've exported to the server.
