Back then, no one really really expect btc to hit 19k so most people dont really care about those tiny amount satoshi back then. It still worth around 2 cent despite back then it was over a thousand satoshi per claim so I dont expect most people to claim it that often. Also once it hit certain numbers, most people will just withdraw it from the site and convert it into fiat.
