Currently Indian hockey team is in 4th place of world ranking so they are not really a bad team in this sport and Indian other sports like Kabadi and football giving their best but not finding the sponsorship which is important to bring the sport to the next level in the international level.
Not sure about the rankings, but the current Indian hockey team looks like a shadow of their former self. In the recent times, they never won any global events. And also, you can't compare a small sport like hockey to major sports such as cricket, football and basketball. So the sponsorship and fanbase is going to be smaller when compared to cricket.
Another issue is the corruption and incompetence of the Indian Hockey Federation (IHF). And there have even been sexual abuse allegations. A decade ago, national team member T S Ranjitha Devi accused the Indian coach M K Kaushik of sexual harassment. She claimed that those who refused to have physical relationship with Kaushik were excluded from the squad. A sham enquiry followed, but nothing happened to Kaushik.
Now coming to Kabaddi, it is a minor sport played in a handful of nations. And even in this sport, India is no longer the lone powerhouse. There have been attempts to get these sports to the franchise system in India, starting with Hockey India League (HIL) and Pro Kabaddi League. While the latter is doing relatively well, the HIL is now defunct due to a number of reasons (all of which are perfectly understandable).
You said it right, sexual harrasment is another reason why women sports are not finding many real talent and even if a girl is trying to expose those abusers where no action will be taken because of authority is in their hands so they decide what they want and surely they will end the future of the girl in that sports field.
