Consider the following  1) pools with saturation less than 100%. On December 6^th this metric will be recalibrated. 30% saturation at that moment will be recalibrated to 100% thereby take this into account 2) Pools that are 24x7 uptime and have technically savvy guys behind. This can be evaluated by comparing the blocks number they  earned for equal period. The large that number the better.
