i wouldn't say that bounty hunters are criminals for promoting a scam project, if they knew it was a scam and they promoted it, you can call them criminals, but they don't know, some of them don't even know what the project is about and you can find them sharing and promoting that project, the word i would choose to call them is "dumb people" not criminals.
