So the first condition is that the account should have 1000$ balance for non-verified account. You won't buy account with less balance in it. Right ?

Secondly, i do not understand by word "Block" ?  If the account is blocked, because of any issue on the sellers part, you will not be able to withdraw the funds, if the seller can't withdraw himself. So what's the use of buying that account ?
