So, if you have no addresses to begin with, it costs 0.385 eth to purchase one automatically upgraded to lvl 3
If you have a level 1, it costs 0.45 to get it to level 3
If you want to buy a level 1, it will cost whatever the seller charges, and then you need to pay the additional 0.45 to make it useful.
