Is there a way to recover them in the future? A possibility could be helpful because this will be really happening and it will go like a thief in the night. It just feels scummy for me that the more bitcoin lost in the cause mentioned above when there could have been ways to prevent them.
Can we do it? Yes.

Should we do it? No. There is no way to prove that someone has lost a Bitcoin. Forking Bitcoin everytime someone loses some Bitcoins is unethical and dangerous. There's no way to prove that the coins are theirs as well. You'll probably receive more backlash and not get anything done. It's up to their personal responsibility to secure their Bitcoins and the community doesn't have to pay the price collectively.
