indeed most of commons gambling like cassinos is forbidden in Brazil so this is one of the main reasons it won't show up in any list like these.
afaik only legal gambling there is the lotteries organized by the government.
but of course you'll be able to find some illegal slot machines in some places, or the famous "jogo do bicho" on the streets but there are illegal by now...
