An S9 burns 32kWh a day for 14.5 TH, that means 2,2 kwh a day for 1TH, 800Kwh a year, so you need to have to pay at most 2.3 cents per kWh to break even not even talking about ROI on the gear, breakdowns, maintenance, facility cooling, wages.
Assuming S19Pro, that's 0.7 kWh a day, 255 a year, allowing you to pay close to 7 cents, let's assume you have 3cents, meaning you're making a profit of 10$ per Th per year, and you would ROI your equipment in three years, assuming no difficulty increase no other costs no breakdowns and indeed flat price.
