But why didn't Gas fees are lowered by now??

Dude, didn't you read the roadmap of ethereum 2.0 properly? It clearly says that if the sharding solution will not come together with the ethereum 2.0 first update.
it will be coming in the next update or maybe the last phases of ethereum 2.0
I hope you can go to the ethereum's site and read all of the roadmap properly. Ethereum core developers have explained it properly.
