The list doesn't count the countries with rampant illegal gambling activities. But really an irony here, gambling is illegal in China but if you will check the owners of big casinos, they are owned by Chinese, not in their homeland but in other countries. So wondering why the Chinese government just make it legal so they can get money out of it?

Of course, countries with a large number of illegal casinos cannot be included in the list specified by the OP. After all, illegal casinos do not pay taxes and do not provide declarations about the money earned. Therefore, there is no way to find out about the money they earned to include them in the comparison.

There are many registered casinos that are owned by Chinese too. If many businessmen in China are into gambling business then why can't their government legalized it so they can benefit from it. If they can do that, those businessmen won't go to another country to establish their business. It will greatly boost its economy since gambling business earns a lot in other countries.

Gambling is illegal in mainland China only. But even that has some exception because the state itself is running lotteries and Chinese citizens are of course allowed to gamble in those.

Moreover, Hong Kong and Macau are Chinese territories and gambling is legal there. Chinese citizens who wish to gamble in casinos don't have to go abroad in order do it. They could just travel to other Chinese places.

The same with Chinese businessmen who are in the gambling industry. They don't have to do business outside China. They are legally allowed to operate gambling casinos in other parts of China.
