I went to the site the OP linked and it seems that China is not included in that list because we all know how illegal gambling is in China. What country is listed that might be related to China is Macau which is listed as the most country which gamble the most. Based on the site, it generates 50% of the autonomous region of China.
Chine is the Number 2 in the Gaining list though wasn't listed in the Losers so the country is there and not for totally banning.
and 1 thing is the List was created and provided in 2017-2018 meaning 2-3 years from our time now ,there are many changes for Sure .
and Gambling is maybe illegal in China but they are the Biggest owner of gambling places around the globe.

in which basing from the OP's source is close but UK is not included in that year. Based on that article also, people in UK lose up to $15B on different games per year. That is just massive.
