Yes you're right, it's better to understand the rules governing Crypto related company in a country before give full access to users of the said country to use your platform, this will give you a better ground in case regulator files any charges in future.
Overall I don't see any west africa country as anti blockchain or Cryptocurrency. But it's good the team do a proper research
