It seems to me that governments need first of all to raise the standard of living of the population in the country, so that people do not rely on gambling as the only way to get rich. Then fewer citizens will gamble for the purpose of earning money. Governments should also create special zones where you can build a casino and control it. Governments by nature are reactive, they are never going to face a problem until it becomes big enough for them to notice so while they do not like the fact that people become addicted to gambling they love the money that they get from taxes and are very reluctant to spend that money in order to try to help the people that lost everything due to their addiction, so they prefer to turn a blind eye hoping that the problem resolves itself even if they know that never is going to happen.
