As said in the past post, they are in all seasons. Without or with these projects, scammers are hunting the newbies or people who are not thinking of the scheme of the project.
It is not all the newbies tho, even for the people they called themselves "experienced" they can still caught up by random ass IEO scammers because of how well these scammers hide their scheme with how they perform in community to make it look legit, there are lots of examples about this and scammers are always have a new stuff to come with for scamming.
That experience person shouldn't be ashamed of himself if he's still caught up by a scammer. Most of the styles of scammers are common and known already for the real experienced people.
But if someone like him is still caught by those scammers, he probably been careless with his decisions and confident of the project he's up to.
