The outcome of this proposal is quite bold; to direct DCG to build ODOV. In the unlikely event they refuse, a further proposal would be put forward to remove obstructive parties from the DCG team.
Current Governance Trajectory
I believe one of our biggest stumbling blocks is the perception that dash is elitist. The 1000 dash collateral is out of the reach of most people. In the eyes of an outsider, it is a form of centralization. I do not say it is true at this moment, only perception. However, I have seen the future of dash governance and it looks very much like this:

Binance currently uses customer deposits to control 120+ masternodes. If this happens, dash becomes yet another bankers coin.
Incentivized Community Engagement
As noted by Ryan Taylor and others, voter participation is often very low. There are a few things we could do about this, such as voter registration, but it wouldn’t address concerns of centralization.
As it happens, Dash Platform and usernames offers us a solution. My one big assumption is that the financial model for dash usernames will produce a well distributed foundation to build from. If not, then we have bigger problems.
ODOV will allow all end users to upvote or downvote MNOs. By doing so, the voting power of said MNOs will be amplified or reduced accordingly. The exact level of amplification / reduction is yet to be decided but for now I am proposing by a factor of five. If you like, this equates to five star reviews on Amazon.
The criteria for voting would be, a) a valid username, and b) a minimum balance of one US dollar held in the most recent voting cycle.
ODOV seeks to make MNOs publicly accountable to end users. By doing so, an elitist perception will be dampened.
This also opens up a future possibility of MNOs leveraging Dash Platform to hold community votes or proxy votes on specific proposals.
