This needs to be reported with other groups and social media will help spread the scamming group.
Identifying each and everyone's legitimate information would help this situation become saturated, because if it wouldn't be solved; scammers won't stopped and still find more victims.
With respect with other users using vpn, I don't think that would be called as legit since you're just using a virtual location.
