Because they don't really understand it , how different government will make a lockdown and strict policy if they are just taking it. Don't forget that  even thier own economy and tax collected is also affected do you think government will like that . They don't want their citizen to suffer but they don't have any other choice than to make it difficult for everyone because we need it. And they don't want to want to see worse scenario that every hospital will be full of sick people .
