It would take big code changes to make subsatoshi happen, isnt it?

I don't know, but AFAIK it requires hard fork.

That's my understanding.

It may be more controversial than people think too. As halvings go by the block subsidy is quickly winding down, increasing the need for rising mining fee revenue, to maintain adequate and growing POW security. Hard liners are going to fight tooth and nail against changes that encourage paying miners lower fees. People smarter than me are worried about whether Bitcoin's economic incentives will be adequate decades from now, as it is.

The easiest solution is to use sub-satoshi units on a different protocol, one that is interoperable with Bitcoin for settlement purposes. No hard fork necessary.
