Eh, could be. I wouldn't put it past Yobit or anyone working for them to scam people outright, and in fact I think a lot of members here are just waiting for them to pull an exit scam. It's been known for quite some time (as I know you're aware) that Yobit is one of the sketchiest exchanges out there and should be avoided if you have any alternatives.
I've heard of LDOGE but I'm not really familiar with it. Is that one of the shitcoins that pretty much only trades on Yobit? I've never seen it anywhere else and frankly didn't think it still existed.
LDOGE were and is traded on different Exchanges unfortunately coinmarktcap not showing all of them, but Coingeko

But most of LDOGE are on Yobit and Cryptopia since 2016. The last one hopefully will be unlocked soon but yobit is a ponzi exchange under control of dubious people from Russian most possibly involved in money washing.
But there are also many other coins like PAC or PND their funds also get locked on Yobit and development team simply ignoring any contacts to them with request to update the wallet and let people deposit trade or at leas withdraw all out exchange.
