That's enough to lock it because you can't delete a topic unless 24 hrs. or be reported to moderator.
As a moderator you have to inform "don't withdraw without deposit"

Then you know you have to make a deposit on that yet you still haven't followed it or you just plainly doesn't know that you have to make a deposit before claiming/withdrawing it?
Yes I don't know deposit required before withdrawal, they updated the terms on recently (sep-2020), I'm not active online while lockdown in India.
