I bump this thread, because Tigerheart3026 contacted me in Telegram recently (obviously because I'm DT member at this moment and my negative feedback don't let him to join bounties), but still I think he may deserve a second chance.

After long conversation (we talked about a hour) he showed himself as a person who can apologize and be calm and respectful. I don't want to use DT power to punish people for no reason, I still think that his behavior was amoral and he deserved his negative trust, but almost 2 years passed I want to believe that he may change.

In case he just insulted me I wouldn't tag him at all or sent neutral feedback, but he tried to impersonate me and accuse in scam, blackmailed and insulted. I still think that there is no good reason to behave like that in case when your low quality video was just rejected from bounty, but he did what he did. He never contacted me before to apologize (as you can see original thread created on August 08, 2019, 10:24:22 AM).

I changed my feedback to the neutral, although I think that such behavior should be punished, but I don't want to be the punisher. In case he will do something similar again I will tag him negative, but as for now I give him a chance and change feedback to the neutral one.

I also reviewed a lot of other feedbacks I sent over years and changed most of them to the neutral.
