I’ts not crystal clear if you’re talking about the box used for transportation, or the product´s box, but since you mention the sliced cellophane, I’m assuming it’s the latter. That would suggest that the product was likely returned by  prior customer, who may have placed everything back neatly in the box, and may or may not have actually initialized the device.

What the reseller (Amazon in this case) should do is return the product back to the manufacturer, since Amazon will be incapable of determining whether the product has been tampered with or not.

There are items that are particularly sensitive, such as hardware wallets, which should have a specific differentiated workflow from the common type products, warranting that the customer will always receive a brand new non-returned product. Additionally, Amazon seems to mix stock from different inner resellers on some items. This is fine for items such as books and toys, but again it should have a different protocol for specific items such as these.
