the first part which is the assumption is already flawed that we don't even get to the second part, the question, to attempt to answer it.

there are only two possibilities,
1. either Satoshi still has full control of his own private keys and as someone who created bitcoin and has been able to store it securely so far he will be able to continue securing it forever. which means noone would ever get "satoshi's wallets" except Satoshi himself.

2. Satoshi has destroyed his keys long ago for his own personal reasons which again means nobody would ever have any access to his "wallets" including himself.
