I think it can be found here: https://docs.microsoft.com/en-us/windows-hardware/drivers/devtest/devcon But the one I'm using is the one bundled with SRBMiner (the old, discontinued miner had it in the last versions), so I didn't have to bother download anything else. May switch to pnputil like advised here but devcon just does the job.
