When population rate exceeds certain limits then this world becomes not suitable for living so the nature itself doing something to reduce the population and sometimes it maybe labelled as Illuminati if they are real then this is their ultimate goal because they wanted to keep the people poor all the time so they can work for them.Money is created by them so it is not their goal.
