What am I doing wrong? I have 3x 1060 6GB, Windows 7 and driver version is 461.09.

Do you have igpu (video off the mobo/cpu)? if yes try enabling it in bios and put the monitor on it.
I can try it, but still these are 6GB GPUs not 4GB.
If I change the DAG buffer on GPU to single it is working but only 18-19MHs instead of 23.5MHs.
This "out of memory" error also hapened on my 1070 rig using the 2.42 version but on 2.38 it was working fine. But unfortunately this method is in not working with 1060 6GB cards.
