This has been answered but the real reason for the ridiculous fee is to ensure that it'll be on top of all the transactions in that block (after the coinbase txn).
But as you can see in block height 666666, it failed to do so: 666666. There's a transaction with similar motive (suspiciously an add) that beat it.
