Well, 2 Factor authority dose not help to being unsuspended. 2 factor and suspended reason both are totally different. This 2 factor use for a another kind of password for your account means a second password which is impossible to hack because every 30 second it change so if you have the code only you can access your account. So it added to more secure your account so that others can not hack or access your account.  But account suspend is a fully different topic because your account have to be spam free you have to follow twitter rules to post or work in twitter.
