The messages I have seen say accounts will be closed on February 9th, so you should have plenty of time to withdraw your coins to your own wallet.

If your account is already locked, then the only people who can help you are localbitcoins' support team. In the past when thry have locked accounts based on regions, users who have requested account closure have been able to withdraw their remaining coins.
