To have a planetary civilisation that is truely viable it would have to change the fundamental way material is mined from the ground, processed, fabricated, used. No-longer can anything just be dumped. Every single thing would have to be recycled in some fashion.

Literally tagging fabricated goods so that at any one time the entire planet knows who's responsible for that little piece of it.
