I am of the opinion that anytime can be a good time to buy depending on the investor and the funds, that is, institutional investors just buy when they want to without bothering about the price, and which is one of the reason why Bitcoin grew so much, on the other hand, depending on the type of funds and assuming a non institutional investor, he can decide to buy when the price must have dropped to a certain amount, which is most feasible.
