Sorry, but polkastarter is an IDO (Initial Dex Offering) platform and there are more strict rules to get yourself in those IDOs ( if i'm not wrong). Also, participation in those IDOs are more hard as luck is depended to get selected by whitelisting lottery. But it's more safe to participate on IDO rather than ICO. Nowadays, more investors as well as projects are showing interest into IDO instead of ICO.
