Okay, case solved. If someone run into the same problem. Mixed rigs are not supported, mixed rigs does not mean amd and nvidia in the same rig, it means the same type of gpu is recommended: 3070 with 3070 etc.

I had 3070 and 2060 super in same rig, fan control does not work, if i removed 2060 super, fan control works as a charm.
