Why dont they use some of that ipo to get to the top of the list on mintpal?

Rushing an exchange = total fail 99% of the times. Just don't.
True. Plus now there's a general downward trend in alts. Momentum is bad, coin needs to settle.
Just do some research in last weeks, and you'll see how many alts have actually gone down after being included in a big exchange, besides the ephemeral pumpdump in the beginning.
