Cheap PC can be bought in a computer store near you anywhere in the world, just fine one that's close to you and about the GPU you will have to order for them online or find someone who can order for you, there are trusted online sources you can get graphic cards from like aliexpress or ebay, make sure you know about shopping online before taking a dive
