Why dont you just directly buy some Litecoin thru KuCoin exchange? Its much more convenient if you will do it yourself instead of buying to others which might even scam you in the end..  As far as i know kucoin is also supporting buying crypto like Litecoin, Bitcoin and Ethereum  With USD Via PayPal thru its P2P Fiat Market, they are also supporting other payment methods...  That will suit you since you wanna buy with paypal.
