That's a wonderful idea, and I can't think of anything better. The only losers from this will be bots claiming exactly once per hour. I'm sure all legitimate users will be happy about the new model. Please implement it as soon as possible.
Bots are dumb but people are smart which means those who use bots would only need to set their bots to claim it once every X hours to accomodate with the changes if needed

You would get a display counting up from 0.01 Sats and you can only roll when it becomes greater than 1.00 Sats. If it was 2.63 and you rolled you would get 2 and the counter would start at 0.63 for the next roll.

That seems to be a good idea. I liked the principle of the Moon faucets as everybody also had its own strategy when to claim. How would you then calculate the reward points/ lottery tickets that you get for every claim?

The extra Reward points and lottery tickets would need to adjust with the timer on each roll if this changes is implemented.
2 RP / 2 Lottery tickets for each hour so if someone claim before exactly 2 hours from the previous claim then their reward will stay at 2RP / 2 lottery tickets. Sounds like a plausible idea ?
The Free BTC bonus for Reward Points would make the timer go x% faster.
What about RP and Lottery bonus?
