You wouldn't be able to log in because even your IP address (as I guess) is also banned from accessing the forum. Is that right? Or you are able to access it without using other IP add?

Usually creating new account is considered as ban appeal, and it is not allowed. Are you sure you've been told by a forum tech support to create one and explain yourself?
