I'm highly skeptical of your reasoning behind your predictions. I don't think we'll ever see mass acceptance of Bitcoin among governments. Its simply against their core structure, and unless you see more socialist ideals take over governments, then you'll likely see governments be actively against Bitcoin rather than adopting it. I know there has been positive developments by some countries, and by certain states within the US. However, concerning mass adoption among governments, I just don't think it suits the way they like to run things, at least the governments of today.
You would need to see fundamental changes within the system itself. Your prediction might come true nonetheless, although I'm probably not as optimistic, but if it does, I highly doubt it'll be for the reasons you listed.
