You are right, local board is a board to bring together people of your mother languages, and yet not only that. Local board also bring about connecting together people from you country, that is why I did not see it as a surprise that Indian local board on this forum is in English. There are matters partaining to the country that they will have to discussed and enlighting many of their members. But, yet not only that, people from their same country that are not even on this forum can just use search engine and bring up many contents from the local board and useful to them as it is what they search for.
