Evil IP scores can prevent farms to be restricted after registrations. They have to pay fees for their evil scores / proxy ban to be allowed making posts.

Some of them can luckily pass through it without paying fees but if they use their accounts to run advertisements, SEOs, spam attacks, they will be detected, reported by the community. Soon they will be banned temporarily and/ or permanently.
Thousand of accounts were planned to do such ugly purposes but they were shut down almost instantly. 

The question is "Does the forum actually need to hire new moderators"? To replace the past/ current moderators or to expand the moderator team. I did not see complaints from the moderators team that they have been overloading with their works.
