Read the above comment from Global mod, and now I remember how this ban works. The actual owner locked the link which sent to when you tried to reset password or successfully changed it and this kind of link will exists for 14 days so if someone hacks accounts by compromising emails then it will be locked forever until someone prove the proof of ownership.
