I know what water cooling is, why the way you only have one gtx1070 with fan issue why change the others to water cooling when they are working? This is what takes all available space in your rig, you will have to readjust your rig for better fitting I guess, I have always recommend water cooling for GPUs that have high temps like Radeon VII and RX5700XT the yeston and melot brand from china that comes with weak cooling system
