Like I initially thought after looking at the screenshot, it seems that OP can't access his PMs at all. The reason being that his account is locked for security reasons and not banned. If you think about it, that makes sense. If an account gets locked because admins believe it's been hacked and it has changed hands, it makes sense that the person controlling the account shouldn't be able to read PMs.

We can conclude that there is a difference with permissions between locked and banned accounts. Not that I think a carder who uses stolen credit cards in any way or form should be allowed to stay on this forum (yeah I know scams are not moderated).
