"ID number" means the number in your identity card,every citizen has a unique ID number so from the ID number the governments can find this man and his information quickly.
In order to avoid people do money laundering, goverment ask the trading platform to register the ID number of user, and the website you giving above is a very small and unreliable platform, some user's coin even be stolen.
and the official trading platform will have only oxcoin so there are no other coin you can't exchange the oxcoin to other coin and send it to your wallet. the only way is to withdraw deposit, but you don't have a Chinese ID number so you can't withdraw deposit to Chinese bank account.
