The transaction is in mempool anyway, I don't see how you can speed it up because you allegedly added it to mempool? With just over 5 satoshi/bytes, his transaction is located as much as 70 MB or blocks from the top - which means that the OP will have to wait quite a long time if you don't perform a miracle and include his transaction in one of the next blocks.
