It's not easy like you said dude if he will be replacing his transaction with a new one and he will be losing his fees and this time the fees are totally nonsense and i guess he should pay double or even more to increase the gas fees.
It has nothing to do with the network because ethereum network is getting congested agani and again. People are feeling tired with it and the users just make the miners become rich person.
That's why people started to leave from ethereum platform to the another one like BSC.
