Yes, you can still able to withdraw without KYC until now... but since it's centralized exchanges, KYC is mandatory so if you get a "bad day" you could be asked to provide KYC if their system detect something suspicious about your activity.

No, it's still same. But there's an user get asked to submit KYC since he forgot the trading password [1]
